Every guide gives you the same jumbled list of causes. One test splits that list in half before you unscrew anything.
A stuck starter cord has two entirely separate families of cause. Either the recoil assembly has failed — spring, rope, pulley, pawls — or the engine physically cannot turn, and the starter is simply reporting that fact.
Those two need different repairs, and telling them apart takes about five minutes.
Your starter works. Something is stopping the crankshaft turning, and the cord is just the messenger.
The engine is almost certainly fine. Everything you need to fix is inside the assembly in your hand.
If the rope pulled freely off the machine, work through these before assuming the engine is scrap.
Check for debris first, always. If the blower stalled during use and the cord locked immediately afterwards, something almost certainly went into the housing. Look at the fan and impeller before anything else — this is the cheapest possible outcome and the most likely one in that scenario.
Then check for hydrolock. Remove the spark plug entirely and try turning the engine over. If it now moves freely, the cylinder was full of liquid. Expect fuel or oil to spit out of the plug hole, so point it away from yourself. Leave the plug out for a while, turn the engine over a few times to clear the cylinder, dry or replace the plug, and try again.
If it still will not turn with the plug out, the engine is seized. On a handheld blower this is often the end of the machine economically — a replacement short block frequently costs more than the blower is worth. On a backpack or commercial unit it may well be worth a repair quote.
With the assembly off the machine and on a bench, the repair is usually straightforward — with one important exception.
Rope off the track or wrapped on the hub. The most common and the easiest. Free the rope, seat it back in the pulley groove, and wind it on in the correct direction. If the spring has lost its pre-tension in the process, you will need to wind the pulley a few turns before threading the rope back through the housing eyelet.
Rope pinched between pulley and housing. Same fix, but check the rope for damage where it was trapped. A frayed section will part under load and leave you with a worse job.
Damaged pawls. These are the small pivoting dogs that engage the flywheel. They wear, and they break when the machine is started with sharp violent yanks rather than smooth full pulls. Individual pawls are usually available and easy to swap.
A broken spring is the exception. Sourcing a correctly sized replacement spring is genuinely difficult, and fitting one is fiddly and occasionally hazardous — a coiled starter spring under tension can escape its housing at speed. For most homeowners, replacing the complete starter assembly is the better call, and it usually costs little more than the spring alone.
Not much. Every gas leaf blower uses the same recoil principle, and the diagnostic split above applies identically across all of them. What varies is access and whether an assisted-start system sits in the middle.

Recoil assemblies mostly fail from how they are used rather than from age.
Pull smoothly and fully. Short sharp yanks are what break pawls and fray rope at the eyelet. A firm, smooth pull through the full length of the rope is easier on the mechanism and starts the engine more reliably — covered in how to start a gas leaf blower.
Never let the handle snap back. Guide it home. Letting it fly is what drives rope off the pulley track.
Store it upright. Hydrolock happens when machines are laid on their side with fuel in the tank. This is also part of correct winter storage, which prevents a whole family of spring no-start problems.
