While you're spraying, water flows straight out the nozzle and the system is stable. The moment you release the trigger, the pump is still turning but the water has nowhere to go — so it gets diverted into a bypass loop that circulates back through the pump. Surging or hunting at idle means the machine can't settle into that bypass cleanly: it oscillates in and out, and the engine revs up and down or the pressure pulses along with it.
Because that bypass is the unloader valve's whole job, the unloader is the usual root cause — but it isn't the first thing to check. Trapped air and a starved water supply produce the exact same hunting and cost nothing to rule out. Work the cheap causes first, and only get into the unloader once the water side is clean.

The single most common cause, and it's free to fix. Air left in the pump after hookup makes the bypass unstable, so the machine hunts the instant you release the trigger. New setups and freshly reconnected hoses are the usual offenders.
The pump has to be fed as fast as it pulls. A kinked hose, a half-open spigot, a narrow-bore hose, or a clogged inlet screen starves it, and a starved pump hunts and surges in bypass just like an air-locked one.
Now the unloader itself. Grit or varnish on the unloader piston keeps it from moving freely, so instead of settling into a steady bypass position it chatters back and forth — and the engine hunts with it. This is the most common unloader-side cause of idle surging.
Even a free-moving unloader can't hold a steady bypass if its o-ring is hardened or worn — pressure bleeds past the seal and the valve keeps re-seeking its position, which reads as a rhythmic surge. Storage over a dry season is a common way these seals harden.
A nozzle worn oversize lowers system pressure enough to push the unloader toward the edge of its bypass range, where it oscillates instead of holding. It's an easy one to overlook because the nozzle isn't where the noise is coming from.
Last and least common on a machine you haven't been fiddling with: the unloader is adjusted right at the boundary where it can't decide between spray pressure and bypass, so it hunts. Only touch this once everything above is ruled out — a bad adjustment can spike the system.
